I have not found a menu option to load a saved custom roster file anywhere. I don't have anything saved in the cloud so that comes up empty. Loading the save file, loads the last progression file saved, not a saved roster file. The only load file option from the Franchise link is Load Save File or Download From The Cloud.

I just tried this on my PS5 (21 PS5 version). Remember, your saved roster should be a saved custom roster. Start Franchise and you should be good to go.
